Ingredients

1 28-oz can whole peeled tomatoes with juice
1 14-oz can regular vegetable broth
    1 T butter
    1 T flour
    1/2 tsp garlic powder
    1/2 tsp dried basil
    1 tsp sugar
    pepper to taste

Directions

Melt the butter over medium heat in a saucepan. When the butter starts to form, whisk in the flour. Cook for a few minutes, whisking constantly. Add vegetable broth about 2 T at a time, whisking thoroughly until smooth and all broth is in the soup. Add the rest of the ingredients and bring soup to a boil. Lower heat and simmer for about five minutes. Puree with an immersion blender, or use a slotted spoon to remove the tomatoes and puree in a blender or food processor.
