Ingredients

    5 whole wheat tortillas
    2 lbs. ground beef
    1 large onion, diced
    1 large bell pepper, diced
    1 tbsp. chili powder
    1 tsp. ground cayenne pepper
    1 can Rotel
    1 can cream of mushroom soup
    1 can ranch style pinto beans w/jalapenos
    1 can stewed tomatoes
    12 oz. 2% sharp cheddar cheese
    12 oz. monterrey jack cheese

Directions

Brown ground beef, onions, and peppers in large skillet. Sprinkle with chili powder and cayenne pepper. Stir in rotel, beans, soup and tomatoes. Layer tortillas (torn to fit 13 x 9 pan) in greased baking dish, top with half of meat mixture. Spread half of cheeses over mixture, top with remaining tortillas. Spread the rest of the meat mixture, topped with cheeses. Bake in a 350 degree oven for 20-25 minutes until cheese is bubbly and lightly browned.
I've put this in a crockpot and it turned out quite nicely, also.
