Ingredients

    5 Tbsp Olive Oil, divided
    4 Tbsp Chopped Cilantro
    4 T chopped parsley
    juice of half lemon
    2 tsp ground cumin
    1 Tbsp paprika
    1/2 tsp ground thyme
    1 tsp ground ginger

    8 small/medium tilapia fillets

    1 onion, sliced
    5 small-med carrots, cut into sticks
    1-2 tomatoes, diced
    1 lb (or 4 small) potatoes, sliced 1/4 inch thick
    1 green pepper, sliced

    15 whole green olives
    1/4 preserved lemon, cut in sm wedges or 6 slices plain lemon

Directions

Mix 3 T olive oil, lemon juice, parsley, cilantro, spices, garlic and 1/4 cup water. Marinate fish in this "charmoula" for 2 hours (or overnight).

Heat remaining olive oil in thick bottom pan or tagine. Layer onions, carrots, tomatoes and potatoes to form a bed for the fish. Layer the fish on top of veggies and pour over remaining charmoula plus 1 cup water.

Cover and cook over med heat for 40 minutes, add olives and preserved lemons (regular lemon slices will do) on top. Re-cover and cook an additional 15 mins.
