Ingredients

    1 lb ground beef
    1/2 cup chopped onion
    1/2 cup celery
    1/2 cup peppers (green or red)
    salt & pepper to taste
    1-2 cloves garlic
    4 cups green cabbage cut into thin wedges
    1/4 apple cider vinegar
    3 tablespoons brown sugar

Directions

1. Over medium heat brown beef, when brown, stir in onions, garlic, celery and peppers about 7 minutes in all. Sprinkle the oats. Arrange the cabbage wedges atop the beef mixture.
2. Stir the tomatoes, tomato sauce, cider vinegar and brown sugar together in a bowl; season with salt and pepper. Pour over the cabbage and beef mixture. Cover and simmer until the cabbage is tender 15-20 minutes.
