1/4tsp Pepper
1 Large Green Bell Pepper (Chopped)
1 MED Onions (Chopped)
2 MED Carrots (Sliced into Rounds)
2 Large Celery Stalk (Sliced)
3 TBSP Flour
1/4 Cup Parsley)
3 Cups Water
