Introduction

Ingredients

    1 lb. Italian Style ground turkey
    1 medium onion, chopped
    1/2 cup. chopped celery
    2 Tbsp plus 2 cup all-purpose flour, divided
    1/2 tsp. dried basil
    1 can (15 oz.) tomato sauce
    1 1/3 cups mozzarella
    2 eggs
    1 cup skim milk
    1 Tbsp. canola oil
    2 Tbsp. Parmesan, shredded


Directions

In a saucepan, cook the ground turkey, onion, and celery over medium heat until meat is no longer pink; drain, if necessary. Stir in 2 Tbsp. flour, basil, and fennel; mix well. Add tomato sauce. Bring to a boil; cook and stir for 2 minutes. Spray a in. x 13in. x 2-in baking dish. Sprinkle with mozzarella cheese. Place the remaining flour in a mixing bowl. Beat in the eggs, milk, and oil until smooth; stir in parmesan cheese. Pour over casserole. Bake, uncovered, at 425 for 25-30 minutes or until browned.
