Ingredients

    2 cups flour
    2 tbsp baking powder
    .5 tsp salt
    2 tbsp sugar
    1/4 cup margerine
    1/4 cup low fat milk
    1/2 cup water
    1/2 cup raisins

Directions

Pre-heat oven to hot (450 - 500 F)

Combine all dry ingredients in a mixing bowl. Blend margerine into dry ingredients until mixture has consistency of fine bread crumbs. Mix in milk and water. Add raisins and knead in until distributed throughout. Do not over knead.

Roll dough mixture on a flat surface until about 1/2 inch thick. Cut two inch circles with cookie cutter or glass. Place tightly together on greased cookie sheet. Brush tops with milk.

Bake 10 minutes or until tops browned.
