Ingredients

    2 lbs. tender beef
    2 tbsp. vegetable oil (or whatever high heat oil you like)
    2 tbsp. flour
    2 c. water
    1/4 tsp. ground cumin
    1/2 tsp. garlic powder
    1/4 tsp. black pepper
    1 tsp. chili powder
    3/4 tsp. salt
    1/2 bell pepper, chopped
    1 sm. onion, chopped

Directions

Place cubed meat in pan and start to fry. When meat juices begin to evaporate and meat begins frying, add flour. Cook stirring constantly until flour is brown.
Stir in remaining ingredients. Bring to a boil; reduce heat and simmer for 45 minutes. Serve on flour tortillas or over rice.
