I have never heard of boiling a pepper before filling it. Mine get tender enough in the oven. Boiling would leach out vitamins and minerals.
Great recipe. I used red, orange and yellow bell peppers. I also used 1/2 tsp of garlic salt; 1/4 tsp pepper; no ital seasoning; white onions instead of red. I plan on making it again ;)
